President Bush has offered rhetoric but very little rationale for his expensive and far-reaching plan to send an American back to the moon, build a permanent lunar base, and eventually send a manned mission to Mars. It has been framed as a way for NASA to regain some prestige after the Columbia tragedy, or for the U.S. to demonstrate its continued leadership in space exploration....
